I will never understand some memes. Okay so he's sort of making some kind of face. I have literally no clue what emotion is expressed or what anyone thinks is being expressed. He looks maybe slightly frustrated but I can't be sure. That's funny in some manner?

I don't remember the scene, but the caption and something about it makes it feel like decisiveness, maybe frustration finally made into a plan.
