Can a person outside of instance with disabled downvotes downvote stuff on that instance?

I understand that instance may disable downvoting to create a "safe" space on it but I don't understand why it would limit you from downvoting on instances that DO allow you to downvote stuff.

Huh? I thought that it only applies to posts on your instance and not all the interactions that users of this instance can do. Am I wrong?

Tbh, it's more of a preference for what I would want to happen to this sub. It's not a hard requirement or anything like that.

I’m a freelance developer including more custom discord bots than I can count.

This skill may be usefull for making custom bots for this sub I think. But that will depend on mods/people what kind of bots will be used. For example, it can be used for pointing out misconceptions about something when someone's comment has a certain keywords.
