When the article goes as far as exclude Norway from "the nordic countries", surely it's half of EU citizens and not Europeans?

Yeah, this context is repeatedly mentioned in text.

Anyways, i did noticed in some media the tendency to equate Europe=EU. Sometimes it seems like conscious propaganda, usually aimed at Russia, Turkey or Serbia (never against Norway or Switzerland), sometimes not.

Yeah, I imagine that's what they were trying to say. No idea why they titled it like that given that in the article they say European Union.
