The sentencing also includes Ouahioune’s alleged part in a DDoS attack against a French government office and making threats against Minecraft developers. The convicted hoaxer will reportedly be required to “compensate victims, undergo treatment for a mental health problem and either work or undergo training” in addition to the community service.

Already repeat offenses. But sounds like there monetary punishment and required rehabilitation.

But confused about the international nature of the crime and if that limits punishment. Sentenced in France but the crime caused damage/harm in Canada.

Can’t be a repeat offender until you’ve been charged with offending.

So if they do it again after this, than yeah they are.
